Some here are neutral, or at least they claim to be...
but none stay this way for long.
boardwalk
The gangs have agreed to make this a tentatively neutral place. Sometimes fights still break out here, but it remains neutral mainly because no gang has actually managed to claim it. The high traffic of civilians makes it a difficult location to break out into warfare as it is nearly impossible to avoid innocent casualties. This is also one of the quickest locations police can respond to and, if it is an instance of large violence, they often will due to the massive number of deaths that can occur here. Otherwise, this is a good location to go and have some fun, ride some rides, get a nice sip of soda or have a good time! There are lots of stands to play games to win cute prizes and vendors selling things such as pretzels and churros - not exactly the toughest of things that members of notorious gangs could be doing, but everyone needs a day off every once in a while, right?
Bender's bar
They call it a bar, but...well...most here know better. It's called a bar but after happy hour (6-7) the place becomes something more like a strip club. The neon lights come on at 7 and from then on out it's a real party with a stage and everything. Many people come here and use the back rooms to make side deals, as sidearms and weapons aren't allowed inside, but most of the people here are simply here for the cheap booze. After about 10pm, drink prices are hiked, but most customers are well beyond caring about this. Everyone knows that if you're good looking enough, it's not difficult to flirt for a few drinks on the house or to reserve a private room. Here, if you're drunk, you're family.
Some who were supposed to be neutral still pretend they are... But we all know the police on this side of town are just as corrupt as the gangs themselves
Holding cells
Many gang members get picked up by the cops, usually due to them picking bar fights or silly things such as that. Most of the time gang members that end up in here are bailed out by their gang leaders or by other friends and allies. Inside of the cells is a bunk for sitting/sleeping on for overnight stays, but few people stay longer than that. The cells are just down the hall from the officers' desks so they can hear most of the goings-on in the cells, so there is little other security inside other than that.
jail cells
This is where the gang members go when they were caught doing worse things than just something small. This usually means they got caught in the act and the police got them before they could escape. In most cases, police are used to scatter the gang members, as many criminal cases are not pursued. Sometimes if a gang member kills someone or something along those lines and they are caught in the act, they can get locked up in here. Once in here, most gang leaders won't bail or bust them out. They're stuck until they've served their time.
interrogation room
Many gang members are given a choice by the few cops who still believe in what they're doing. they are taken in here and told to rat out their gang members and to give information that would help take down their gang. However, the gang members know that would happen. Should they rat out their gang, they will be pardoned and all charges will be dropped. They also know that, should they rat out their gang, the other gang members would likely kill them.
